I use the STANDARD edition of DxO OpticsPro. Why is the upgrade to DxO PhotoLab ELITE edition only offered via my customer account ?

All customers who own either the STANDARD or ELITE Edition of DxO OpticsPro 11 (or earlier versions) are invited to upgrade to DxO PhotoLab ELITE Edition to be able to continue using all of the features you're used to (e.g., PRIME denoising, anti-moiré tool, customizable workspaces, etc.).
